Which visas actually require one

  • Not usually required: short-stay tourist visas, most single-entry business visas, most student visas at the application stage (though some destinations ask for it before the visa is issued or before arrival — check your specific route).
  • Usually required: permanent residence / immigrant visas, employer-sponsored and skilled worker visas, spousal and family sponsorship, and settlement/citizenship applications.
  • Sometimes required for specific worker categories: the UK, for example, requires a criminal record certificate specifically for Skilled Worker applicants in education, health or social care roles (and their adult dependent partners) — not for Skilled Worker applicants generally.

How the main destination countries handle it

Canada. For permanent residence applications, IRCC requires a police certificate for every country you lived in for 6+ consecutive months in the last 10 years (excluding time in Canada and before age 18). The certificate for your current country of residence must be dated within 6 months of applying. Canada publishes country-by-country instructions on how to obtain a certificate from over 100 countries, since the process varies enormously — from a same-day in-person police visit to a months-long postal request depending on where you apply from.

United States. For immigrant visas and green card applications processed abroad, applicants must submit police certificates from their country of nationality and any country lived in for 6+ months since age 16. Australia. All visa applicants (and family sponsors, in relevant categories) must generally provide a penal clearance certificate from every country lived in for 12+ months cumulatively since age 16. If you’ve spent 12+ months in Australia over the last 10 years, you also need an Australian Federal Police (AFP) National Police Check. Undeclared or false character information is treated as a serious integrity issue, not a paperwork gap.

United Kingdom. The UK does not require a criminal record certificate for most visa categories. It is currently required specifically for Skilled Worker visa applicants (and their adult dependent partners) in education, health and social care roles, covering any country lived in for 12+ months in the last 10 years since age 18. The UK’s own ACRO Criminal Records Office issues the equivalent UK-side certificate when other countries request one of you.

How to get a PCC from common origin countries

India. Apply through the Passport Seva portal — register, submit the PCC application form online, pay the fee (around ₹500), and in many cases the certificate is issued the same day if your address and passport details match cleanly. Applicants on a tourist visa generally don’t need one; it’s mainly requested for long-stay work, PR and immigration purposes.

Nigeria. The Nigeria Police Force issues the Police Character Certificate, and Nigerian missions abroad typically do not issue it directly — some will facilitate the application or biometric capture for a fee, but the certificate itself comes from the Force in Nigeria. Start this early: it is one of the slower certificates to obtain from outside the country.

Philippines. The National Bureau of Investigation (NBI) Multi-Purpose Clearance is the document destination countries recognize, not a local police station clearance. You can apply online or in person at an NBI office; if you’re already abroad, some Philippine consulates support mail-in or on-site processing.

Pakistan. Police character certificates are issued through district police offices, though process and turnaround vary significantly by district — build in extra lead time versus other countries, and confirm the exact office your destination country’s instructions point to.
